Independently performs technical work on energized and de-energized systems, analyzes system issues, responds to service interruptions, and provides technical expertise in support of City electric operations. Serves as a resource to apprentices and other staff through training, mentoring, and guidance.

Apprentice Electric Line Technician Program (Link to: Standards of Apprenticeship)
The City of Aspen's 4-year (four-year) Electric Line Worker Apprenticeship Program provides a unique opportunity to earn while you learn in a structured, state-registered apprenticeship. Apprentices receive a combination of hands-on training, on-the-job learning, and related technical instruction designed to develop the skills needed to become a journey-level Line Worker. The program is approved and registered through the U.S. Department of Labor and the State of Colorado (Link to: Standards of Apprenticeship). The apprenticeship consists of approximately 7,000 hours of on-the-job training and 576 hours of related instruction over a four-year period. Apprentices progress through a seven-step training program and receive wage increases as they successfully complete each step.
As part of the program, the apprentice is required to attend full-time Line Worker school in Colorado Springs (Trinidad State College), beginning in January 2027 and continuing through graduation in early May 2027. School attendance is typically Monday through Friday, approximately eight hours per day. The City pays required tuition and program-related educational costs*; however, the apprentice is responsible for housing and other personal living expenses while attending full-time Line Worker school. The Apprentice is a full-time City of Aspen employee and is eligible for the City's comprehensive benefits package.
Electric Line Technician
This position is intended for individuals with journey-level training and experience who can independently perform electrical line work and support the safe and reliable delivery of electric service to the Aspen community.

Locates electrical distribution lines in advance of expected excavation work by the department and private contractors, in accordance with positive response requirements of the 8-1-1 locating of underground facilities regulations, and establishes measures for the protection of buried lines and equipment.
Equipment Handling & Use

Supervises the loading and unloading of equipment to ensure proper handling of materials and that safety precautions are observed.

Operates trencher and backhoe to install underground cables and backfill ditches; hi-ranger bucket truck for repair and hookup of high voltage lines, etc.; and crane truck.

Minimum Requirements:
Education
- Apprentice Electric Line Technician: High School diploma or GED equivalent. Enrollment in the City of Aspen’s apprenticeship lineman program is required.
- Electric Line Technician: High School diploma or GED equivalent. Bachelor’s degree is a related technical field preferred.
Experience:
- Apprentice Electric Line Technician: Experience in customer service, construction, utilities, electrical systems, heavy equipment operation, mechanical trades, or a related field.
- Electric Line Technician: Four (4) years of experience in electrical distribution systems installation, operation and maintenance is required.
Technical Knowledge: Both positions must be proficient in Microsoft Word, Excel, Outlook Email, and have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Must possess basic knowledge of National Electric Safety Code, OSHA rules and regulations. Must be able to effectively read and follow operations and safety manuals.
Licenses & Certifications:
- Apprentice Electric Line Technician: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of hire. Must possess and maintain valid Class B-CDL Commercial Colorado driver’s license. Candidates hired without a Class B CDL must obtain a Class B CDL within six (6) months of hire.*
- Electric Line Technician: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of hire. Must possess a Journey Lines Technician certificate. Must possess and maintain valid Class B-CDL Commercial Colorado driver’s license. Candidates hired without a Class B CDL must obtain a Class B CDL within six (6) months of hire.*

Position Type and Work Hours
- Type & Work Hours: Regular, term-limited, full-time, hours may vary with workload.
- Position Status: This full-time, term-limited position is expected to continue through budget year 2026/2027. Continued employment beyond that date is subject to the availability of a vacancy within the department or City Council approval for the addition of an authorized full-time equivalent (FTE) position.
- Evenings/Weekends/Holidays: May be required in addition to or instead of normal hours depending on departmental needs, meetings, and special projects.
Standby Schedule
- Electric Line Technician: Will be required on a rotating schedule (generally every three weeks) and must have the ability to be immediately available (within 30 minutes) to respond to computer generated alarming and perform required duties.
- Apprentice Electric Line Technician: May be required to participate in standby assignments as part of their training and under the guidance of a qualified Electric Line Technician.
- A non-exempt employee assigned to standby duty shall be compensated for the off-duty assignment at a rate of one-hour regular pay for every weekday duty and two hours regular pay for every weekend duty over and above the normal work week hours.

- Outdoors: Meetings, trainings, and site visits at a variety of city facilities and areas.
- Exposure: Work is performed both indoors and outdoors with exposure to a variety of temperature conditions, heavy traffic, and excessive noise from machines and equipment.
