Overview
NCB is seeking a motivated and detail-oriented Project Engineer / Manager to oversee projects from bid through completion. This role combines technical estimating, client coordination, scheduling, cost control, and field collaboration to ensure projects are delivered safely, on time, and within budget.

The ideal candidate has strong construction knowledge, excels at communication, and thrives in a fast-paced, field-driven environment.

Responsibilities

Estimating & Preconstruction

Research and evaluate upcoming projects for bidding opportunities
Review plans, project specifications, and geotechnical reports
Perform quantity takeoffs
Prepare detailed bids and proposals
Develop project scopes and clarifications
Coordinate with general contractors, developers, and engineers
Procure materials in accordance with plans, specifications and project timelines.
Conduct site visits to evaluate access, rock conditions, and logistics

Project Management

Create detailed project-specific submittals that are in accordance with project plans and specifcations (i.e Caltrans, PG&E, County agencies, USACE)
Manage RFIs, submittals, change orders, and project documentation.
Develop Job Hazard Analyses (JHAs) and site-specific safety documentation.
Develop schedule of values (SOV) and assist with weekly billing and pay applications.
Assist with coordination / scheduling of field operations.
Manage project lookahead and bid schedules
Create and maintain weekly internal construction team meeting agenda & minutes

Skills

Highly proficient in Microsoft Office Suite, including Excel, Word, and Outlook.
Strong experience with bluebeam or similar PDF editing softwares
Ability to read and interpret construction plans, specifications, and technical documents.
Strong understanding of Caltrans standard specifications
Solid understanding of construction site operations and safety practices
Excellent time management skills with the ability to prioritize multiple tasks effectively
Familiarity with contracts and construction documentation processes
Effective communication skills for clear collaboration with team members, clients, and vendors

Pay: $85,000.00 - $105,000.00 per year
