POSITION OVERVIEW

We are seeking skilled and motivated Project Management professionals to join our team in support of significant public-sector construction and infrastructure programs across the District of Columbia. Candidates at multiple experience levels will be considered, from Project Manager through Senior Project Manager.

In this role, you will serve as an Owner's Representative on behalf of DC government agencies, providing hands-on oversight and strategic advisory services across the full project life cycle — from pre-construction planning and procurement through construction management, close-out, and facility turnover. Projects include new government facility construction, large-scale mixed-use campus redevelopment, critical public infrastructure, and sports and entertainment stadium development.

This is a high-visibility opportunity to directly impact the built environment of the nation's capital, working alongside government leadership, design teams, construction contractors, and community stakeholders.

KEY RESPONSIBILITIES

Project Leadership & Coordination

Serve as the Owner's Authorized Representative, acting on behalf of the government agency client throughout the project life cycle
Lead and facilitate project kick-off meetings, weekly coordination meetings, and stakeholder working sessions
Coordinate directly with design teams, construction contractors, government agencies, and third-party stakeholders to ensure project alignment
Manage and supervise subcontractors engaged under the contract, ensuring quality, schedule, and budget compliance
Resolve technical and procedural conflicts and escalate unresolved issues to the appropriate government PM

Schedule & Budget Management

Develop, maintain, and update comprehensive project schedules using the critical path method (CPM)
Track milestones, evaluate contractor schedule progress, and identify and report variances
Monitor project budgets and expenditures, presenting monthly updates to government leadership
Prepare written cost estimates for scope changes within 24 hours of request
Evaluate contractor change order proposals and provide formal written recommendations to the government PM
Review and reconcile contractor Schedule of Values and recommend approval of progress payments

Reporting & Documentation

Prepare and distribute meeting agendas at least 3 business days prior to all scheduled meetings
Draft and distribute meeting minutes and action items within 72 hours of meeting conclusion
Submit weekly project status reports covering progress, risks, upcoming activities, and critical decision points
Prepare Monthly Executive Reports including budget status, critical path schedule analysis, risk register, inter-agency coordination updates, and CBE/SBE compliance reporting
Maintain comprehensive document control systems, project logs, and official project records
Prepare and deliver all statutorily mandated reports in compliance with applicable DC and federal laws
Develop and maintain a public-facing project dashboard reflecting progress against schedule and goals
Provide weekly digital photo documentation of construction activities, labeled by area and date

Construction Oversight & Quality

Conduct regular on-site visits to monitor construction progress, workmanship, and material compliance
Review A/E drawing submittals from concept phase through permit and final construction phases
Review and interpret construction drawings, specifications, and shop drawings
Develop and manage a formal Quality Assurance / Quality Control (QA/QC) program across all funded scopes
Maintain current logs of observed construction defects, omissions, and subsequent corrections
Monitor contractor compliance with labor standards, safety regulations, and contract requirements
Coordinate with third-party testing agencies including regulatory representatives, industrial hygienists, and commissioning agents
Coordinate utility shutdowns and upgrades with facility management, the client agency, and utility companies

Closeout & Delivery

Determine when the project is substantially complete and prepare all required documentation
Lead Beneficial Occupancy (BO) inspections, prepare comprehensive punch lists, and monitor corrective work to resolution
Coordinate facility turnover to facility managers, including equipment testing, system start-up, and staff training
Compile and deliver all final project documentation, warranties, and close-out materials

Procurement & Compliance

Support the procurement of construction contractors, including development of scopes of work
Ensure all work is technically and legally defensible under District and federal policy and law
Ensure compliance with sustainability, energy efficiency, and green building standards throughout design and construction
Coordinate security and public safety requirements with relevant agencies and stakeholders

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

In-depth knowledge of project management methodologies and the full construction project life cycle, from pre-construction through close-out
Strong verbal and written communication skills, including the ability to produce clear executive-level reports and correspondence
Demonstrated ability to solve complex problems through structured analytical approaches
Strong leadership skills with proven ability to facilitate and align cross-functional teams
Experience managing tight project timelines and limited budgets in a government or public-sector environment
Ability to track project schedules, regulatory approvals, and required deliverables to ensure timely execution
Effective stakeholder management and collaboration capabilities across government, contractor, and community audiences
Knowledge of applicable building codes, DC and federal standards, and construction compliance requirements
Proficiency in Microsoft Office Suite and project management software (e.g., MS Project, Procore, or equivalent)
Experience in public sector project development, procurement, contract administration, and regulatory matters

PREFERRED QUALIFICATIONS

5 or more years of project management experience on new building construction or large-scale public infrastructure projects (10+ years preferred for senior roles)
Demonstrated experience on projects involving transportation, multi-modal facilities, utilities infrastructure, recreational facilities, or public buildings
Proven track record guiding public sector agencies through program development, capital construction, and procurement processes
Relevant professional certifications such as PMP (Project Management Professional), CCM (Certified Construction Manager), or equivalent
Prior experience working with DC government agencies such as DGS, DMPED, or similar
Familiarity with energy efficiency, sustainability frameworks, and green building standards (e.g., LEED, Sustainable DC)
Experience developing high-quality written materials, presentations, and public-facing communications for government stakeholders

Job Types: Full-time, Contract

Pay: $90,000.00 - $200,000.00 per year
