We are currently seeking an experienced Project Manager to join a major refinery operation in Martinez, California.

Position Summary

The Project Manager is responsible for leading capital projects from concept through engineering, procurement, construction, commissioning, and startup. This position provides leadership to multidisciplinary engineering and construction teams while ensuring projects are completed safely, on schedule, within budget, and in compliance with all regulatory and company standards.

The successful candidate will manage multiple stakeholders and provide project leadership throughout the entire project lifecycle.

Key Responsibilities

Lead assigned capital projects from initiation through startup and project closeout.
Ensure project objectives are achieved while maintaining the highest standards of safety, quality, cost, and schedule.
Develop project scopes, cost estimates, schedules, and funding requests.
Monitor project budgets and schedules, identifying and resolving issues proactively.
Coordinate engineering, procurement, and construction activities.
Develop contracting and procurement strategies, including long-lead equipment planning.
Ensure engineering deliverables are completed on schedule and comply with environmental, safety, and engineering standards.
Manage construction activities and provide technical support during execution.
Review and respond to Requests for Information (RFIs).
Ensure accurate Issued for Construction (IFC) documentation is available.
Complete project closeout activities, including:
As-built documentation
Management of Change (MOC)
Pre-Startup Safety Reviews (PSSR)
Preventive Maintenance (PM) documentation
Financial closeout
Communicate project status and risks to leadership and key stakeholders.

Qualifications

Required

Minimum 10 years of experience in petroleum refining or a comparable industrial manufacturing environment.
At least 5 years of project management experience in heavy industrial or manufacturing facilities.
Strong knowledge of engineering, procurement, construction, and project execution.
Experience managing capital projects from planning through commissioning.
Valid driver's license.
Must possess or be eligible to obtain a Transportation Worker Identification Credential (TWIC).

Preferred

Bachelor's degree in Engineering.
Professional Engineer (PE) license.
Experience leading multidisciplinary engineering and construction teams.
Strong communication, leadership, budgeting, scheduling, and stakeholder management skills.

Work Environment

This position combines office-based project management with field work in an operating refinery environment.

Candidates should be comfortable:

Working in industrial operating facilities
Climbing ladders and multiple flights of stairs
Working at heights
Working outdoors in varying weather conditions
Participating in emergency response and on-call rotations
Supporting maintenance outages and turnaround activities when required

Pay: $140,000.00 - $189,000.00 per year
