Position Summary

The Irrigation Project Manager owns the profitability of every project assigned to them, from the signed estimate through final billing and closeout. This is a commercial seat, not a field supervision seat. The role is the single point of authorization for labor hours charged to the job, material purchased for the job, material delivered to the job, and any change to the scope or price of the job, and nothing in those four categories reaches the project cost without passing through it. The Irrigation Project Manager builds the job budget from the estimate, runs the buyout, tracks committed and incurred cost against that budget continuously, and forecasts margin at completion rather than discovering it afterward. Success is a project delivered on the committed date at or above the margin it was sold at.

Reporting Relationships

· Reports to: Operations Manager

· Collaborates with: Design and Estimating Manager, Estimator, Purchasing Agent, Project Business Manager, Warehouse Manager, Staging Coordinator, Fleet & Fab Manager, Crew Foremen, Finance Manager, customers, subcontractors, and vendors

· Direct Reports: None on the organization chart. Holds project authority over every crew, purchase, delivery, and commitment charged to the assigned projects.

Requirements

· Experience: Seven or more years managing construction projects with full budget and margin responsibility, in irrigation, underground utility, agricultural, mechanical, or heavy civil work. Demonstrated ownership of a project profit and loss, including buyout, cost to complete forecasting, and change order recovery. Experience holding cost authority across labor, material, and subcontract on concurrent projects is required. Agricultural irrigation experience is preferred but a strong construction project management record in an adjacent trade will be considered.

· Education: Bachelor's degree in construction management, civil or agricultural engineering, business, or a related field. Equivalent experience with a documented record of managing projects to budget will be considered in place of a degree. Irrigation design or water management certification is a plus.

· Skills: Reading an estimate and converting it into a working job budget by cost code. Buyout and subcontract negotiation. Cost to complete forecasting and earned value thinking. Change order identification, pricing, and negotiation with the customer. Contract terms, lien and prompt payment requirements, and progress billing. Scheduling and sequencing across crews, material lead times, and equipment. Fluency with an enterprise business system, NetSuite in this environment, sufficient to run job cost reporting without waiting on accounting.

· Attitude: Disciplined about the numbers and willing to be unpopular about them. Comfortable saying no to an hour, a purchase, or a delivery that the budget does not support, and comfortable saying yes quickly when it does, because a seat that slows the work down is worse than no seat at all. Direct with customers about scope and cost before the work happens rather than after. Organized enough to carry several projects at once without letting any of them go quiet.

Working Conditions

· Environment: Split between the Kingsburg office and active job sites across the Central Valley, with regular time in the yard and at the customer's operation. Job site conditions include outdoor work, uneven and muddy ground, open trenches, heavy equipment, dust, noise, and summer heat.

· Schedule: Full-time, exempt. Extended hours during peak installation season and through deadlines tied to grower planting and water schedules. Availability to the field during working hours is part of the role, because an authorization that waits a day costs a crew a day.

· Travel: Daily to weekly local travel between the office, job sites, and customer operations. Occasional overnight travel for vendor, manufacturer, or training purposes.

· Safety: Personal protective equipment is required on every job site and in the yard and shop, including hard hat, high visibility vest, safety glasses, and steel toe boots. The Irrigation Project Manager is expected to model full compliance and to stop unsafe work on any project they are responsible for.

Responsibilities

1. Accountable for the delivered gross margin of every assigned project measured against the margin at which it was sold.

2. Accountable for the integrity of the single point of authorization, meaning no labor hour, purchase, delivery, or scope change reaches an assigned project without this seat's approval.

3. Accountable for on-time completion against the committed date and for the accuracy of the cost to complete forecast reported each period.

Duties & TasksDaily Tasks

· Review and approve or refuse the day's labor, purchase, delivery, and equipment requests for every assigned project.

· Review the previous day's posted hours and material against the budget and question anything that does not match the plan.

· Confirm that each active job has the material, equipment, and crew it needs for the next two working days.

· Address customer questions, field conditions, and scope questions the day they arise rather than letting them sit as unpriced work.

· Visit at least one active job site to see progress, conditions, and quality directly.

Weekly Tasks

· Update the cost to complete forecast and projected margin at completion for every active project.

· Update and reissue the project schedule, including crew, equipment, delivery, and subcontractor sequencing for the coming two weeks.

· Meet with the Crew Foremen assigned to each project to review production against plan and the coming week's requirements.

· Review open change orders, unapproved extras, and pending customer decisions, and drive each to a written answer.

· Review billing status and retention with the Project Business Manager so that completed work converts to an invoice.

Monthly Tasks

· Present each active project to the Construction Manager with budget, cost to date, cost to complete, projected margin, and schedule status.

· Reconcile committed cost, including open purchase orders and subcontracts, against the job budget.

· Review subcontractor performance, invoicing, backcharges, and insurance and license compliance.

· Close out completed projects, including final billing, lien releases, warranty documentation, and customer acceptance.

· Report completed job margin against estimate, with the causes of any variance identified by cost code.

Quarterly Tasks

· Review estimate accuracy with the Design and Estimating Manager and the Estimator, feeding actual cost back into the pricing basis.

· Review the buyout approach and vendor and subcontractor pricing against current market conditions.

· Assess crew productivity by task across completed projects and identify where the standard needs to change.

· Review the authorization process itself for friction, so that control does not become delay.

· Participate in the review cycle for the Crew Foremen assigned to their projects, contributing project performance input.

Annual Tasks

· Contribute project cost history and productivity data to the annual budget and to the labor and equipment rate build.

· Review the standard contract, change order, and subcontract documents with the Construction Manager and Finance Manager.

· Review the job cost code structure so that reporting matches how work is actually performed and sold.

· Requalify the subcontractor and specialty vendor list, including insurance, licensing, and performance.

· Complete their own performance review and set individual goals for the coming year.
