Young Management & Consulting (YMC) is seeking an experienced and results-driven Project Manager to support capital improvement and infrastructure programs within a Wastewater Public Utility environment. This role is responsible for managing the full lifecycle of wastewater treatment, collection system, pumping station, and regulatory compliance projects.
The ideal candidate will have strong technical knowledge of wastewater systems, public-sector capital programs, environmental regulations, and infrastructure delivery. The Project Manager will oversee engineering consultants, contractors, internal operations teams, and regulatory stakeholders to ensure projects are delivered safely, on time, within budget, and in compliance with all applicable federal, state, and local requirements.
Key ResponsibilitiesProject Planning & Execution
· Manage planning, design, procurement, construction, and closeout phases of wastewater infrastructure projects.
· Develop detailed project scopes, schedules, budgets, and risk mitigation plans.
· Coordinate with engineering consultants on design development, technical specifications, and bid documents.
· Oversee contractor performance during construction to ensure compliance with plans, specifications, and safety standards.
· Monitor project milestones and proactively resolve schedule or cost impacts.
Capital Program & Financial Management
· Develop and manage capital budgets for assigned projects.
· Track expenditures, manage accruals, and prepare cost forecasts.
· Perform variance analysis and provide detailed reporting to leadership.
· Review change orders and negotiate cost adjustments.
· Support grant funding, state revolving fund (SRF) programs, and bond-funded initiatives as applicable.
Regulatory & Environmental Compliance
· Ensure projects comply with:
o Federal Clean Water Act requirements
o State environmental agency regulations
o NPDES permit requirements
· Coordinate with environmental and regulatory agencies for approvals and inspections.
· Support documentation and reporting required for consent decrees or regulatory mandates.
Stakeholder & Contractor Coordination
· Serve as primary liaison between utility leadership, engineering teams, contractors, operations staff, and external stakeholders.
· Lead project meetings, prepare status reports, and present updates to executive leadership.
· Coordinate with plant operations to minimize service disruptions during construction activities.
· Address public or community concerns related to construction impacts.
Risk Management & Safety Oversight
· Identify project risks and develop mitigation strategies.
· Ensure contractor adherence to utility safety standards and OSHA regulations.
· Support field inspections and site visits to monitor safety, quality, and construction progress.
Minimum Qualifications
· Bachelor’s degree in Civil, Environmental, Mechanical Engineering, Construction Management, or related field.
· Minimum of 5–10 years of progressive experience managing infrastructure projects, preferably in wastewater or municipal utilities.
· Demonstrated experience managing projects within active treatment plants or collection systems.
· Strong understanding of wastewater treatment processes, pumping systems, and collection networks.
· Knowledge of public procurement processes and municipal contracting.
· Experience with project management software (e.g., Primavera P6, MS Project, e-Builder).
· Proficiency in Microsoft Office Suite.
Preferred Qualifications
· PMP (Project Management Professional) certification a plus.
· Experience with state revolving fund (SRF) funding and public bond programs.
· Familiarity with SCADA systems and plant automation upgrades.
