POSITION SUMMARY
The Pre-Construction Coordinator is a critical operations role at Summit City Steel Erection, responsible for organizing and managing all project setup activities from contract execution through mobilization — and supporting an orderly project closeout at project completion. This position serves as the administrative and compliance backbone for the pre-construction phase across SCSE's structural steel, metal building, crane services, and industrial maintenance divisions.
This role is heavily centered around Procore as the primary project management platform. The ideal candidate is organized, detail-oriented, and able to manage multiple projects simultaneously in a fast-paced subcontractor environment.
KEY RESPONSIBILITIES
Contracts & Subcontract Administration
▸ Review, log, and distribute executed subcontracts and purchase orders upon receipt
▸ Track contract status across all active projects; flag unsigned, expired, or incomplete agreements
▸ Coordinate with Project Managers and leadership on contract scope, exceptions, and change order procedures
▸ Maintain executed contract files in Procore with proper version control and document naming standards
Certificate of Insurance (COI) Management
▸ Collect, review, and track COIs from lower-tier subcontractors and suppliers
▸ Verify coverage types, limits, and endorsements against contract requirements
▸ Issue SCSE COI requests to the insurance agent and deliver to GCs and owners as required
▸ Maintain current COI records in Procore; send renewal notices before expiration
Scheduling & Planning Coordination
▸ Assist Project Managers and Superintendents in building preliminary project schedules
▸ Input baseline schedules into Procore and coordinate with field leadership on logic and durations
▸ Track schedule milestones, procurement lead times, and crew mobilization dates
▸ Coordinate submittal and RFI timelines with the project schedule
Workflow Setup in Procore
▸ Create and configure new projects in Procore — directory, contracts, submittals, RFIs, and drawing logs
▸ Set up project templates, approval workflows, and distribution lists per SCSE standards
▸ Maintain Procore as the single source of truth for all project documentation
▸ Coordinate with field staff on Procore access, training, and document uploads
Safety Compliance Coordination
▸ Collect and organize project-specific safety plans, site-specific safety programs (SSSPs), and JHA submissions
▸ Verify field personnel certifications are current — OSHA 10/30, rigging, lift plans, MEWP, equipment operator quals
▸ Track compliance items in Procore and CoreFix; escalate gaps to the Safety Director
▸ Coordinate ISNetworld, Avetta, Veriforce, and similar prequalification platform submissions and renewals
▸ Assist with assembling owner/GC required safety documentation packages prior to mobilization
Document Control
▸ Establish and maintain the project document control system for each job in Procore
▸ Manage drawing and specification logs — issue, revision, and superseded tracking
▸ Control submittal logs: material submittals, shop drawings, product data, and MSDS/SDS sheets
▸ Maintain RFI logs, correspondence files, meeting minutes, and transmittal records
▸ Ensure documents are distributed to the correct parties and filed per SCSE naming conventions
Permitting & Approvals
▸ Research permit requirements for each project jurisdiction — building, erection, crane, and right-of-way
▸ Prepare and submit permit applications; coordinate with GC, owner, and AHJ as needed
▸ Track permit status, inspection requirements, and approval milestones
▸ Maintain permit files in Procore and ensure field has copies prior to mobilization
Communication & Project Coordination
▸ Serve as the internal coordination point between estimating, project management, safety, and field operations during the pre-construction phase
▸ Prepare and distribute pre-construction meeting agendas and minutes
▸ Coordinate with GC and owner on pre-construction submittals, milestone dates, and site access logistics
▸ Draft and track transmittals, notifications, and correspondence on behalf of Project Managers
Project Closeout Support
▸ Compile and submit project closeout packages — as-built drawings, warranties, O&M manuals, and lien waivers
▸ Track and obtain final unconditional lien waivers from all lower-tier subs and suppliers
▸ Coordinate final inspection records, punch list documentation, and certificate of substantial completion
▸ Ensure Procore project is fully closed out — all submittals approved, RFIs resolved, documents filed
▸ Assist with final billing, retention releases, and certificate of occupancy coordination
QUALIFICATIONS
Required
▸ 2+ years of experience in construction administration, project coordination, or document control
▸ Proficiency in Procore (setup, submittals, RFIs, drawing management, and document control)
▸ Strong working knowledge of subcontractor workflows, construction contracts, and project phases
▸ Competency in Microsoft 365 — Word, Excel, Outlook, and SharePoint/Teams
▸ High attention to detail with strong organizational and multi-tasking skills
▸ Effective written and verbal communication; ability to interface with GCs, owners, and field crews
Preferred
▸ Experience in steel erection, structural steel, or metal building subcontracting
▸ Familiarity with ISNetworld, Avetta, Veriforce, or similar contractor prequalification platforms
▸ Knowledge of OSHA compliance requirements for steel erection (29 CFR 1926 Subpart R)
▸ Experience with Corfix, Foundation, or Samsara platforms
▸ Associate's or Bachelor's degree in Construction Management, Business, or related field
Pay: $50,000.00 - $65,000.00 per year
